Guosheng Group is a state-owned large-scale investment holding and capital operation company. The group was established in April 2007 with a registered capital of 10 billion yuan. At the beginning of its establishment, the Group was the investment channel for the major industrial projects of the Shanghai Municipal Government. Its main function isto serve Shanghai. The economic transformation and upgrading and the reform of state-owned assets and state-owned enterprises will give full play to the two functions of industrial investment and capital operation. In June 2008, the Group officially started operations and carried out a series of operations in investing in strategic emerging industries, promoting industrial group adjustment and liquidation, non-performing assets, and disposal of bad debts.In 2014, in order to further deepen the reform of state-owned enterprises in Shanghai, the municipal government determined that Guosheng Group is one of the two state-owned operating platforms in Shanghai.Since then, Guosheng Group has closely focused on the functional positioning of the state-owned operation platform, accelerated the reform and adjustment and transformation, and played an active role in innovating the operation mechanism of state-owned assets, promoting the optimization and restructuring of state-owned assets and orderly flow, and promoting the development of strategic emerging industries. The operation mode of equity injection-capital operation-revenue investment is basically formed.
