Patrick is a civil engineer by training and has over 30 years’ professional experience in managing large scale multi-disciplinary infrastructure projects, estate management and lease management.Patrick joined the then Hong Kong Industrial Estates Corporation (HKIEC), one of the merger partners of the Corporation in 1989 as the Assistant GeneralManager (Technical). As the only engineer in the HKIEC, he was responsible for the formation of the near 100 ha Tseung Kwan O Industrial Estate from planning to site formation and the procurement of the respective land grants from the government. He had also taken up the admission and lease management of all lessees on the 3 Industrial Estates before the merger in 2001.After 2001, he continued his service in the Hong Kong Science and Technology Parks Corporation as Senior Manager - Projects and formed the expert team of the Projects and Facilities Division under the Deputy Chief Executive Officer at the time to oversee the development of the Science Park and the associated Facilities Management afterwards. Patrick was the Corporation’s Representative in project managing the development of Science Park Phase 2. In this capacity, he had setup the framework for the procurement of consultants and contracts leading to the successful completion of Science Park Phase 2 comprising R&D offices, Lab Buildings, Energy Towers and the spectacular landmark of the “Golden Egg”.After 2006, he moved on to establishing the Industrial Estates Business Unit (IEBU) tasked with the important mission to improve utilization of the IE sites. Patrick is also the driver behind the new strategy and new business model and guidelines for the IE2.0 programme that helps to drive for reindustrialization in Hong Kong.Patrick took on the new position as Chief Operating Officer from 1 July 2016 to synchronize the Facilities Management and Leasing of the Science Park and the Industrial Estates under the new IE2.0 model. He will strive to formulate and execute new strategies to streamline the operations and establish seamless cooperation with the Corporation’s Cluster Teams and their Customer Services Function. He will also oversee the development of the new IE2.0 in collaboration with the Projects Division.
