Hugo Monteiro Brilhante Sobral is a startup investor at EISMEA. Hugo Monteiro Brilhante Sobral was born in Porto, Portugal, in 1976 and completed his education at the Universidade do Minho, Braga, with a degree in International Relations. From 1997 to 1999he worked as a Research Assistant in the European Department at the Institute for Strategic and International Studies in Lisbon and as a Researcher in thePolitical Science and International Relations Department in Universidade do Minho, with a fellowship from the Foundation for Science and Technology.In 1999, he joined the Portuguese diplomatic service, serving in the Directorate-General for Bilateral Affairs (Mediterranean and Middle East Department) and as personal assistant to the Political Director. From 2002 to 2004 he was member of the Cabinet of the Minister for Foreign Affairs, covering Eastern Europe, Asia, Africa, the Mediterranean and the Middle East.In November 2004 he was posted to the Portuguese Permanent Representation to the European Union, where he was responsible for the coordination of COREPER I policies. As member of the Representation, he chaired the 'Mertens group' during the ortuguese Presidency of the Council in 2007.Since September 2009, he is a member of the cabinet of the President of the European Commission, José Manuel Barroso. In May 2011 he took up the position of Diplomatic Adviser of the President and in May 2012 that of Deputy Head of Cabinet.
