After obtaininghis B.Comm. from McGill University, David Miller entered McGill University's Faculty of Law and successfully completed the National Programme, obtaining a B.C.L. and LL.B degree. Mr. Miller was admitted to the Ontario Bar in 1978. After completing 2 1/2 years in private practice in Toronto, he joined Lavalin Inc. in 1980, one of the world's largest international engineering and construction companies, and subsequently became its General Counsel in 1987.
