Dr. Chung is the President of the IPv6 Forum-HK Chapter to promote the deployment and swifter uptake of the next generation internet with support from industry, education and research organizations.Dr. Chung holds Engineering Management Doctorate from City University of Hong Kong, Master Degree of Business Administration from Open University of Hong Kong, Postgraduate Diploma in Business Management from Chinese University of Hong Kong and Bachelor of Science (Engineering) in Computer Science from Imperial College London.

Financial assistance or reimbursement of up to HK$530,000 will be made to incubated companies in a 24-month incubation period for jump starting their business.Spark Creative and Innovative ICT IdeasThe Cyberport Creative Micro Fund (CCMF) Scheme is a seed fund set up to encourage innovation and creativity by sponsoring high potential creative and innovative start-up projects or business concepts in ICT-related areas. A grant of HK$100,000 in cash will be awarded to the successful applicants in a 6-month project period for proof of concepts and for developing prototype products.
