After a great deal of research, they decided it was best to pursue the more general idea of a community foundation. Vancouver Foundation was incentivizing the creation of new community foundations by offering to match any donations to a new foundation. With initial donations from the Rotary Club of Penticton, Hong Kong Bank of Canada, and the City of Penticton, the Penticton & District Foundation was created in 1991.
