EAPA supports the Bank’s conduct of high level political dialogue withcountries of operations and EU institutions, analyses and advises on political developments in CoOs and their compliance with Article 1, coordinates the Bank’s engagement with civil society organisations in the context of its projects, policies and strategies and manages external policy and strategy coordination with other bilateral and multilateral counterparts, including EU institutions and international financial institutions.A national of the United States, Alan Rousso joined the Bank in 2001 as a Senior Political Counsellor in the Office of the Chief Economist (OCE) covering Russia, Ukraine, Belarus and Moldova.From 2005 to 2007 he was Lead Counsellor with additional responsibility for managing research projects related to governance and the business environment, whilst also serving as an editor of the Bank’s flagship annual publication, The Transition Report.In 2007 he was appointed Director for Strategy and Analysis, where he led the Bank’s work on monitoring sectoral reform challenges, coordinated the OCE’s contributions to sector and country strategies, and oversaw its contribution to sector and project-based policy dialogue.In 2009 he was appointed Director for Project Appraisal and Design, leading the OCE’s work on the design and assessment of EBRD investment projects from the point of view of their potential transition impact.In 2010 he was appointed Corporate Director and then Managing Director for Stakeholder Relations in VP Operational Policies, where he oversaw the work of the political counsellors, Civil Society Engagement and Official Co-Financing units and coordinated the country strategy process.Before joining the Bank, he was Director of the Carnegie Moscow Centre, a public policy think-tank and arm of the Carnegie Endowment for International Peace based in Moscow.
